Great job Wisconsin for forcing an honest look at "natural attenuation", the do-nothing approach. Also for requiring cleanup of the environment, not just limiting pathways to receptors, i.e you and me. I can only hope this common sense will spill over to the state regulators in Illinois, who sign off on anything the DoD proposes.

Badger water plan under review

State groundwater experts are reviewing a revised version of the U.S.
Army's long-term solution to groundwater contamination at the Badger
Army Ammunition Plant south of Baraboo.

The Army said the best - and cheapest - option would be to construct
a public water system for residents who live near the plant and phase
out a groundwater treatment system. As part of that plan, the Army
would then continue to monitor contaminants with the expectation that
they will naturally break down in the environment and vanish by 2040.

But the state DNR rejected the proposal, saying installation of a
public water system may mitigate human health risks, but would not
meet statutory requirements for restoring the environment.

The DNR said it would not authorize shutdown of the pump and treat
system unless the Army could provide additional evidence that
contaminants would naturally breakdown enough to sufficiently restore
groundwater. The state agency asked that the Army resubmit its plan.
