From Army Outpost to Park, the Saga of Davids Island

New York Times

NEW ROCHELLE, N.Y., Aug. 11 - For years, people with varying agendas in Westchester County have gazed across Long Island Sound at Davids Island, an abandoned Army post half a mile from shore, and sketched their visions.

In the 1960's, Consolidated Edison saw nuclear power plants. In the 1980's and 1990's, developers, including Donald Trump, envisioned an enclave for the ultrarich. All along, the city of New Rochelle, which owns the 78-acre island, anticipated a huge new source of tax revenue from luxury high-rises. Many residents, however, pined for a park.

Today, it looks as though Davids Island is on its way to becoming a county park. On Thursday, Representative Nita M. Lowey was joined by county and local officials in slipping a few golden shovels into the sand in a symbolic start of what promises to be a long and costly cleanup.
