Panel advances bill giving military more say in development

SACRAMENTO ? A bill that would make California the first state to force
local governments to consult with the military about development plans
has been approved by a key Assembly committee.

In a new signal to the Pentagon that California will prevent development
patterns that interfere with West Coast military operations, the
Assembly Local Government Committee voted 9-0 Wednesday for the bill,
which would give the U.S. military more say over how California grows.

Gov. Arnold Schwarzenegger resurrected the bill from near defeat earlier
this year, making it a key part of California's strategy to prevent base
closings next year. A full Assembly vote is expected this summer.

The bill would make local governments formally notify and consult with
the military about development plans near bases and below hundreds of
miles of low-altitude aerial training routes that cross wide swaths of
the state, especially in Southern California. The military will also
provide the nation's first detailed online maps of aerial routes to
guide governments and developers when considering projects.
