Federal, state officials probe munitions building

JUMPING BRANCH -- A former block factory in Summers County contained
enough military-style explosives to wipe out a nearby small community, the
state's fire marshal says.

''If the whole thing had blown up, it would have altered the landscape in
Summers County,'' West Virginia Fire Marshal Sterling Lewis told The
Register-Herald of Beckley. ''You could say Nimitz as we know it would not
look the same.''

Army green metal boxes marked ''explosives'' were packed into the cinder
block building. Lewis described the contents as a military-type casing with
powder packed into them.

According to records in the Summers County Courthouse, Donald K. Ward
bought the property in 1991. Ward said he leased the building to SADCO
Recovery, Inc. in Beckley. Calls to phone numbers listed on the side of the
building were not immediately returne d Friday.

Ward told The Register-Herald the firm was under contract to Talon
Manufacturing in Herndon, Wyoming County. The munitions recycler, which
filed for federal bankruptcy protection in 1998, has contracts with the
U.S. military to dismantle, defuse and recycle military ammunition.
