I worked two years ago on a site in California where old Vietnam war era 
250-pound bombs needed to be disposed of from an active rail yard. I was 
able to convince the State and Sierra Army Depot to amend Sierra's 
temporary operating permit to allow them to accept off site wastes.  It 
was a bit of an unusual situation in that Sierra Army Depot had interim 
status under the hazardous waste laws to open burn/open detonate 
ordnance. They had submitted a Part B permit application for full 
permitted status but the permit had not been approved or issued yet.  So 
I had to write a request from Sierra Army Depot to the State of 
California requesting an emergency permit exemption allowing them to 
accept our waste materials. Our justification was based on a 
determination that there was no other facility available to take the
material. The folks at Sierra were very accommodating and easy to work 
with and we were ultimately successful in moving the material, which had 
been found within 100 feet of several active main rail lines, including 
an Amtrac passenger line.  Sierra is now in the process of finalizing 
its permit, which will allow the facility to accept wastes from all 
sorts of off-site locations, mainly military but not excluding civilian.

We also located a facility in Florida that was accepting ordnance 
related material. Unfortunately, I cannot remember the name or exact 
location.
