To acquire an EA, or to file a Freedom of Information Act request, one first has
to know that an action is proposed. An EA must be sent to a member of the public
if they request a copy,  but the agency need not send it to their NEPA mailing
lists. 
As a courtesy to the public, DOI agencies provide a list of EAs being prepared
at local offices and CE declared. The DOD should do the same.
