Here are some points to keep in mind regarding the Presidio:

1) Since Presido is a BRAC 1 - it should be funded out of the BRAC 2
account -not FUDs -- The BRAC 1 account has "expired" and work for
this year has been funded out of BRAC 2 FOR ALL BRAC 1 FACILITIES
NOT JUST PRESIDIO -- Actually the way this works is that that services
roll requirements from BRAC 1 into BRAC 2 and when BRAC 2 expires all
BRAC 1 & 2 requirements will be forwarded into BRAC 3. This issue of
FUDs makes no sense.

2) Is there a cleanup agreement which we could use to force work? 
Since not on NPL, dont know if no Calif agreement -- (This is a good
example of why sites should be on NPL.)

3) There is no reason to abide by the Army's decision on funding - 
These are internal budget #'s (Army) not OMB's -- dont let them fool you
on that -
