The City of Ogdensburg is seeking applicants for a full-time Planner to manage the development and implementation of a Brownfields Area-Wide Plan (AWP) along the City’s Brownfield Opportunity Area (BOA).  The selected planner will also oversee an update of the City’s Local Waterfront Revitalization Plan (LWRP).  The plans will integrate site cleanup and reuse strategies into feasible redevelopment projects while simultaneously addressing critical community needs such as economic development, job creation, housing, recreation, and education and health facilities. 

 

The City is one of only 23 communities across the country selected by the U.S. Environmental Protection Agency (EPA) to receive assistance under the AWP Pilot Program.  Grant funding is available to fund the position for 2 years and the projects have over $400,000 in New York Department of State LWRP & BOA grants available for the procurement of planning, urban design, marketing and other professional consultants needed to complete the plans. 

 

The selected individual will have the opportunity to help plan a new future for a historic port City, to work with an ICMA award winning management team, and to live within 45 minutes of the Thousand Islands, Adirondack Park, and the capital of Canada, Ottawa, Ontario.  Applicant expected to be offered position in late December or early January with an anticipated start date by February 1, 2011.

Important Information:  The Planning & Development Program Manager (PM) is a temporary full time position for the City of Ogdensburg in the Department of Planning & Development managing comprehensive, complex and technically sophisticated area wide planning & development revitalization plans. The PM will manage an update of the City’s Local Waterfront Revitalization Plan (LWRP) as well as the development of an Area Wide Plan for the City’s Brownfield Opportunity Area (BOA).

Salary: $35,000-$55,000 plus benefits.   This position is funded through an EPA Area Wide Pilot (AWP) Grant for 24 months; and continuation of the position is contingent on future grant funding. 

 

Provisional Appointment: This is a provisional appointment pending a Civil Service Exam.  

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service examination is administered and an established eligible list is used to make a permanent appointment in accordance with the Civil Service Rule of Three.

 

Minimum Qualifications for Provisional Appointment and Civil Service Exam:

 

A.                Graduation from a regionally accredited or registered college or university with a Bachelor’s degree in city planning, public administration or related degree and two years of fulltime paid experience in city planning, community, economic or industrial development; or

 

B.                 A Master’s Degree in city planning, public administration or related degree and one year of fulltime paid relevant experience as defined in (A) above; or

 

C.                Any equivalent combination of education and fulltime paid experience as defined by the limits of (A) and (B) above.

 

D.                American Institute of Certified Planners (AICP) credential.

 

Job Functions:

 

  1. Manage comprehensive planning projects especially in the areas of brownfields and waterfront redevelopment, and manage projects in accordance with project goals, on time and on budget.
  2. Develop project scopes and objectives, determine resources necessary for program success, prepare detailed work plans, and administer work plans.
  3. Administer projects, prepare correspondence, memoranda, proposals; manage expenses and income; assist in preparing contracts, invoices and grant reports to funders and partners; create databases for projects and maintain project files.
  4. Communicate in person, by phone, by email with City staff, sub consultants and stakeholders to coordinate project activities and disseminate information.
  5. Organize meetings and workshops with project partners and stakeholders, including local government agencies, businesses, community organizations, elected and appointed officials and their program staff, non-governmental organizations and the public at-large.
  6. Assist the DPD Director in developing grants and other funding proposals
  7. Communicate project work graphically: develop plans, sections, photo-simulations, renderings or other graphic tools to communicate project understanding and objectives to a diverse range of stakeholders.
  8. Manage GIS Programs.

 

Required Skills:

  1. Solid experience in project management and proven ability to achieve project goals and objectives.
  2. Excellent communication skills, verbal, written, and graphic.
  3. Good organizational, networking and coordination skills.
  4. Ability to work effectively with and relate to a wide range of people, including business executives, non-governmental organizations, state and local government officials, community groups, elected and appointed officials and their support staff.
  5. Ability to analyze problems and develop solutions, guide programs, and maintain schedules.
  6. Ability to be a self-starter and work independently.
  7. Demonstrated experience with Argos, Adobe Creative Suite, Microsoft Outlook, Word, Excel, and PowerPoint as well as knowledge of budgeting and financial administration.
  8. Experience with brownfield development and waterfront revitalization planning and implementation is highly desirable.
