Contaminated groundwater sidelines development plan By Tyler Miller Waynesboro Record Herald (PA) November 9, 2007QUINCY - Contaminated groundwater in Quincy Township has again sidelined plans for a residential development on 47 acres near Tomstown. Quincy Township supervisors and local developer Paul Gunder agreed Thursday to delay action on the proposed Mentzer Meadows subdivision until no later than May 17, 2008. The agreement was drafted by Camp Hill attorney Linus Fenicle, who specializes in municipal code and whom supervisors hired to represent them as special counsel at Thursday's meeting. ...
