March Joint Powers Authority is shifting focus, but critics say it should shut down

After 32 years, the March Joint Powers Authority is semi-retiring.

Starting July 1, the public agency that helped turn 3,500 acres of what used to be March Air Force Base into a bustling mix of commerce, will give up its land-use duties and focus more on building up business from private aviation at March Air Reserve Base near Riverside. It’s a role other public agencies can do cheaper, critics say. And a new Riverside County civil grand jury report questions whether the downsized authority can get off the ground financially.

“It’s becoming like temporary government taxes,” said retired Riverside County supervisor Kevin Jeffries, who served 12 years as an authority commissioner.
