I think this is a smart move. but for us carrying a large body load, 1 ppt is about the limit we can tolerate. (per Harvard Chan School of Public Health.

Last week, Representative PA O’Neill (R 29) introduced a bill that he said might help relieve that impact. It would grant Gov. Wolf the authority to declare a disaster emergency for communities that have contamination higher than 15 parts per trillion, a designation that would allow affected communities to receive state grants for state funding to clean up contamination.
State Rep. Kathy Watson (R., Bucks) also introduced legislation that would add the chemicals to the state’s list of hazardous substances and make clear that no municipality or water authority is responsible for paying for remediation.
She acknowledged that the legislation would not necessarily force the military to pay for the additional cleanup efforts. But she said passing legislation might give the state an advantage when negotiating with the military.
“This gives us the leverage to take them to court in Pennsylvania and say, ‘No, no, no, no, no. You operate in Pennsylvania. You are subject to this law,’ ” Watson said. “We’ve checked this with attorneys and they say this gives us better leverage.”

Rep. Brian Fitzpatrick seeks to tie PFC health study to military spending bill

By Kyle Bagenstose
Bucks County Courier Times (PA)
July 7, 2017

Bucks Congressman Brian Fizpatrick, R-8, of Middletown, announced Fridaythat he'll try and compel the military to pay for a health study examining whether people exposed to perfluorinated compounds were sickened by the chemicals.

To do so, the congressman has introduced two amendments to the National Defense Authorization Act, an annual bill that provides the legal framework for the military to disburse funds. That bill, one of two must-pass military spending bills that come up each year, is viewed by elected officials as a path of least resistance to require actions from the military.

Perfluorinated compounds PFOS and PFOA were used for decades in firefighting foams employed by the military around the country. Concerns about their toxicity have skyrocketed over the past 15 years, causing the Department of Defense to begin a nationwide contamination investigation involving hundreds of military sites.

U.S. base information gathered for Okinawa environmental records to plan smooth use of returned land

Ryukyu Shimpo
June 28, 2017

The Okinawa Prefectural Department of Environmental Affairs has prepared foundational materials titled “U.S. Base Environmental Records”, which contain information regarding the use history of and accidents involving environmental pollution at U.S. military facilities in Okinawa including bases that have already been returned, and posted these materials on the official prefectural homepage on June 26. It is the first time that the use history of land, categorized by facility, has been collected in an effort to provide unified information in a database. The goal of this is to facilitate smooth land-use planning for U.S. military facility land that will be returned in the future.

In Okinawa, there have been many cases in which contamination was discovered on land returned by the U.S. military after the land was returned, such as the case of barrels containing dioxins and other harmful substances being found buried in a soccer field in Okinawa City. However, measures to return the land to its original state have been inconsistent.
