Army ignores DNR testing requirement

The U.S. Army says it will not comply with a directive from state regulators to enhance soil testing at a contaminated former ammunition plant near Baraboo.

In a letter earlier this week, Badger Army Ammunition Plant Commander's Representative Joan Kenney told state Department of Natural Resources officials they lacked the legal authority to require more stringent soil sampling.

Last month DNR Hydrologist Jeff Ackerman informed the Army that it must begin testing soil at Badger for all six forms of a chemical known as DNT. The Army has previously only tested for the two most common forms (or isomers) of the toxic chemical, which once was used to make explosives at the ammunition plant.
