Airport Zoning Board airs legislation, complaints, encroachment threats 
to Laughlin

With introductions of two new members, Monday (Dec. 15), the City of Del 
Rio-Val Verde County Joint Airport Zoning (JAZ) Board quenched a 
months-long drought, lacking a quorum to conduct business....

Weathersbee got right down to business, querying Val Verde County 
Precinct 3 Commissioner Beau Nettleton about a draft bill meandering 
through the Texas legislature, aimed at affording more protection to the 
mission of Laughlin Air Force Base.  Nettleton explained that expansions 
of the scope of the proposed bill have been drafted to reflect new 
information and the advice of legislative counsel in Austin, but the 
specific zone of protection from encroachment remains at five nautical 
miles from the centerline of Laughlin's main runway.

Nettleton further explained that when the bill - entitled "An act 
relating to granting certain local governments general zoning authority 
around certain military facilities; providing a penalty" - begins the 
legislative process, it will first appear for consideration by the House 
Defense Affairs and State-Federal Relations Committee, chaired by Rep. 
Frank Corte Jr. (R-San Antonio).  The bill's next review will be in the 
Senate's Veteran Affairs and Military Installations Committee, chaired 
by Leticia Van de Putte (D-San Antonio).
