Agencies split on field lab
Superfund issue debated

A public battle has erupted between state and federal agencies over the cleanup of a former rocket-engine and nuclear test site south of Simi Valley that is contaminated with chemical and radiological pollution.

State officials and citizen watchdogs accused the U.S. Department of Energy and NASA of trying to skirt a California law that took effect Jan. 1 calling for the Santa Susana Field Laboratory to be cleaned up to the strictest federal standards possible, under state oversight.

In October, the federal Energy Department and NASA urged the U.S. Environmental Protection Agency to designate the field lab as a Superfund site and serve as the lead regulatory agency as soon as feasible.

The EPA previously promised to defer its decision until spring 2009 and to give Gov. Arnold Schwarzenegger until Jan. 15 to decide whether to concur with the Superfund listing. At this time, the state does not support listing the field lab as a Superfund site, said Norman Riley, the field lab project director for California's Department of Toxic Substances Control. The EPA has never designated a site for Superfund status if a state's governor did not agree with the listing.
