Pease - It will get better Seth Koenig Brunswick Times Record (ME) August 7, 2008PORTSMOUTH, N.H. - The city of Portsmouth, N.H., provides Mid-coast Maine residents a long view. Whereas the jury is arguably still out on the successes of redevelopment efforts near Fort Devens, Mass., and Plattsburgh, N.Y., the civilian planning for reuse of Pease Air Force Base in New Hampshire is nearly 20 years along.
In 1988, Pease was named one of the military installations to be closed as part of the federal Base Realignment and Closure (BRAC) process. Statistics compiled in 1989 show that, with just more than a year to go as an active base, Pease was home to nearly 3,500 active-duty military and nearly 1,100 civilian employees.
In 1988, Pease was considered the first "major installation" tapped for closure by the BRAC commission, and there were no nearby communities two decades ahead in the redevelopment process to glean advice from. There were no road maps or blueprints for success. Local officials had to learn as they went along.
