State, Army still wrangling over parkway

The unfinished two-mile segment of the Fairfax County Parkway will 
remain incomplete until Virginia and the Army reach an agreement about 
who will build it.

State and county officials say they are not pleased with the lack of 
progress and think that the Army should finish the road, which will run 
through the Engineer Proving Ground (EPG).

The property is vacant right now but is slated to house 18,000 military 
employees as part of the Defense Department's transfer of 22,000 workers 
- a workforce the size of the Pentagon - to Fort Belvoir by 2011.

"The Army is working toward an agreement necessary to move forward with 
the construction of the parkway following completion of the EIS 
(environmental impact statement)," said Army spokesman Dave Foster.

The environmental review is scheduled to be completed by July 2007. 
Foster said that all ammunitions waste has been taken from the site and 
that the only thing left is "the removal of petroleum contaminated soils 
at the former aboveground test storage site."
