According to a story by Inside Washington Publishers yesterday, Bush has announced his intention to nominate Alex A. Beehler to serve as EPA's inspector general (IG). Beehler currently serves at the Department of Defense (DOD) as the assistant deputy under secretary of defense covering environmental, health, safety and occupational health policies.

Beehler's nomination is already generating controversy as many are
questioning whether he has the needed qualifications to serve as IG and
whether his previous service at DOD shows that he does not have the
required independence.  While at DOD, it is reported that he spearheaded
an unsuccessful legislative push for Congress to reduce EPA's authority
to regulate defense facilities as well as initiatives to reduce state
and EPA oversight of DOD cleanups, which are viewed as a direct conflict
with the needed independence of an IG.
