[CPEO-MEF] Cleanup budget compared to 2004, 2005

The other day I posted the final Appropriations for fiscal year 2006
Defense Environmental Restoration. Today I have combined that with
historical data from a previous posting. I believe, but I am not
certain, that the 06 final figures match the Presidential request,
except that the FUDS request was probably $221,921,000
