Subject: [CPEO-MEF] Stratford Army Engine Plant (CT)
Pollution stalling economic development

Town officials may soon have to make decisions involving Stratford's two
toxic waste headaches - the Raymark waste that contaminates many
properties in the South End of town and the solvents and metals that
pollute the Army Engine Plant.

The two environmental problems are the biggest factors stalling the
growth of the town's Grand List through economic development.

For the first time in the 10-year effort to redevelop the U.S. Army's
former tank engine manufacturing plant, the developer and his
negotiators say the Army has an incentive to make a deal.

The Army is planning a new round of base closures in May. It is an
embarrassment that the engine plant and other base closures announced in
1995 haven't been completed yet, said Aaron Hochman, principle owner of
Team Stratford, the town's designated developer for the plant facility.

Hochman wants the Army to transfer the property to the town and also to
pay enough money to clean it up so it can be redeveloped.
