Subject: [CPEO-MEF] Washington County (NC) and Virginia Beach
OLF raises property rights

Washington Daily News (NC)
March 28, 2005

Echoes continued to reverberate this week between North Carolina and
Virginia, reflecting the sounds of a turf battle raging between the Navy
and communities in both states. Issues raised in the last several weeks
have moved in virtual lockstep, both in northeastern North Carolina and
the Virginia Beach area.

The common landscape this week has been "property rights." However, the
perspective on the terrain has been decidedly different in the two regions.

While Washington and Beaufort county landowners continue to worry about
keeping their land -- period -- Virginia Beach landowners this week
bashed the Navy -- and the City Council -- for attempting, not to take
their land, but to restrict development in areas deemed troublesome to
the Navy. Those areas include crash zones and tracts where potential
encroachment could create further problems for Navy military installations.

One landowner, despite the nettlesome climate surrounding upcoming Base
Realignment and Closure announcements, called the Navy "the Beach
bully," adding, "Their primary job is to protect our property rights,
not to take them away."
