ICMA Releases New Report

Challenging Contaminants in Base Reuse: Lead-Based Paint and Asbestos

WASHINGTON, D.C.-The ICMA Military Base Reuse Consortium is pleased to
announce the release of a new report, Challenging Contaminants in Base
Reuse: Lead-Based Paint and Asbestos. Made possible through a
cooperative agreement with the U.S. Environmental Protection Agency
(EPA), Federal Facility Restoration and Reuse Office (FFRRO), this
report provides important background information about lead-based paint
(LBP) and asbestos-containing materials (ACM) issues at former military
sites, and outlines steps that local redevelopment authorities (LRAs)
and local governments have pursued to overcome these obstacles to
redevelopment. 

Since the base realignment and closure (BRAC) rounds began in 1988,
local governments and LRAs have made great strides in their efforts to
redevelop properties. At many sites, the prevalent contaminants that
have hindered redevelopment are LBP and ACM. The ultimate goal of this
report is to equip local governments and LRAs with useful information to
support LBP and ACM decision making and to present a series of
situations from which they can draw applicable lessons for use at their
own sites. Highlights of the report include:

*   An explanation of LBP and ACM hazards

*   A description of relevant federal regulations and Department of
Defense (DoD) policies

*   A characterization of regulatory impacts on cleanup and redevelopment

*   Three comprehensive case studies

*   An examination of LRA responses to a survey on the major challenges
to redeveloping sites with these contaminants.
