Subject: [CPEO-MEF] Defense Streamlining Initiative
 
[Below is the text of the Defense Streamlining Initiative that has been reported on the listserve.  At this time we do not know if this legislation will actually be submitted to the Senate (though that is the rumor) or if that happens whether or not this text will be the final version.  --Aimee]


SEC.___. DEFENSE STREAMLINING INITIATIVE.

        (a) SUBMISSION OF PROPOSED LEGISLATION.--The Secretary of Defense may transmit to the House of Representatives and the Senate a proposed bill to strengthen the war readiness, effectiveness, efficiency and economy of the Department of Defense.  The first section of the bill shall state in its entirety "This bill is transmitted pursuant to section____of Public Law ___-___."  with the blanks filled in with the number of this section and the Public Law number of this Act.

        (b) EXPEDITED CONGRESSIONAL CONSIDERATION OF THE BILL.--The bill to which subsection (a) refers shall upon receipt by the House of Representatives and the Senate be deemed to have been introduced, shall immediately be assigned a bill number, shall immediately be referred to the Committee on Armed Services in each house, and shall thereafter be considered in accordance with the procedures contained in paragraphs (3) through (7) of section 8066(c) of the Department of Defense Appropriations Act, 1985 (as contained in Public Law 98-473), except that--
        (1) references in such paragraphs to a resolution or a joint resolution shall be deemed to be references to the bill to which subsection (a) refers;
        (2) references in such paragraphs to Committees on Appropriations shall be deemed to be references to the Committees on Armed Services; and
        (3) references in such paragraphs to the eighth day and to fifteen calendar days shall be deemed to be references to the fifth and to five calendar days respectively.

        (c) CONGRESSIONAL RULEMAKING.--Subsection (b) is enacted--
        (1) as exercises of the rulemaking powers of the House of Representatives and the Senate respectively, and as such they are deemed a part of the Rules of the House and the Rules of the Senate, respectively, but applicable only with respect to the procedure to be followed in the House of Representatives and the Senate in the case of the bill, and they supersede other rules only to the extent that they are inconsistent with such rules; and
        (2) with full recognition of the constitutional right of the House and the Senate to change their rules at any time, in the same manner, and to the same extent as in the case of any other rule of the House or Senate.
