The military does EISs all the time, but the issue is money. We got one done 
here, but the pressure had to be placed on the Congressional delegation for 
the funding.
Keep up the pressure. 
Remember the final issue may be cumulative impacts analysis and what 
mitigations they plan to be sure things do not get worse than they are now. 
Stake out a far position, allowing for a middle ground that they may accept 
that is acceptable to you. Be sure both positions are presented by different 
individuals or entities.
