It is my understanding proposed legislation/ammendment is being circulated by U.S. reps from Massachusetts for cosignature/sponsorship that would reverse the first. Two observations: If the effect of the initial legislation is nil -- why is it there at all? Also, if the effect is nil -- why is counter-legislation being introduced?
