MORE ON HR 1778

Does anybody know who Don Ritter of the National Environmental Policy
Institute (a booster group) is? It sounds like once again we have a
stalking horse for the private sector who is having some success in
convincing staff at DoD that crap like H.R.1778 is good for our states,
cities, communities, and citizens... 
By the way, I think that Lenny and others at CareerPro did a great job in
keeping us informed about this unfortunate piece of legislation....
