Subject: Ft. Ord Toxic Project looking for Tech.Advisor
 
(SHORT FORM) Solicitation for Technical Advisor(s)

The Fort Ord Toxics Project (FOTP) is soliciting proposals for one or more
technical advisor(s) (TA) to provide expert technical assistance in the
review and analysis of remedial environmental activities being undertaken by
the Department of the Army (DA) and the US Environmental Protection Agency
(EPA) at the Armyis Fort Ord Superfund site, in Monterey County, California. 

The initial three-year contractual period will begin in February 1997. FOTP
may renew the contract after the initial three year period for additional
one- to three-years, based on TAis performance and the availability of funds.

The TA(s) will assist FOTP in reviewing site data and data-gathering
techniques. TA(s) will also assist in interpreting cleanup documents
generated by the Fort Ord process.

The scope of work will include:

1. Review of technical documents generated during the remedial
investigation/feasibility study (RI/FS), remedial design (RD), and remedial
action (RA). 
2. Environmental Engineering/Cost Analysis (EE/CA)for unexploded ordnance
(UXO).
3. Attendance at DA/EPA cleanup meetings.
4. Preparation of summary memos and reports.
5. Review of the FOTP's written materials.
6. Presentations requested by FOTP.

The successful candidate will have:

1. Technical qualifications in the areas of health and risk assessment. 
2. Expertise in the health sciences, toxicology, hydrogeology, engineering,
and military munitions cleanup.
3. Demonstrated knowledge of CERCLA, RCRA, CEQA and other relevant state
and federal statutes.

Contract(s) will be awarded to the best qualified applicant(s) within a
competitive price range. A total of approximately 642 hours of work is
estimated for the TA(s) during the site cleanup; the distribution of work is
dependent upon the pace at which site cleanup proceeds. Each TA proposal
received will be evaluated according to FOTP's priorities. 

The deadline for submitting proposals to the FOTP is 5 p.m., Wednesday,
February 5, 1997.
