International City/County Management Association and Energy

Cleaning Up After the Cold War:
The Role of Local Government in the Cleanup and Reuse of Federal
 Facilities.

 December 6, 1996
 San Antonio, Texas
 _______________

The study explores effective local government involvement in federal
facility environmental remediation, future use planning, and
institutional control for site reuse. ECA and ICMA visited Department
of Energy and Department of Defense facilities across the county to
interview local, state, and federal officials, planners, emergency
management personnel, members of environmental restoration and reuse
advisory groups, among others. These interviews were the basis for
 the report findings.

The workshop will address the study's findings, local governments'
experience working with DOD and DOE, the Federal Facilities
Environmental Restoration Dialogue Committee (FFERDC) Report as it
pertains to local government, and the ECA/Department of Energy Role of
 Local Government Principles.

The one and a half day workshop will include sessions for both former
and active, energy and defense communities. Participants will have
the opportunity to interact with and learn from other local
 communities.
