David Taylor rots on banks of Severn
Despite promises, no progress made on redeveloping abandoned Naval base

Down a narrow road into the heart of this former Naval base, old satellite dishes stand like lone soldiers in a barren battlefield. Paint peels off rows of battered buildings. A bulldozer rests where construction should have begun years ago.
These are the remains.

The once-thriving David Taylor Research Center at the mouth of the Severn River used to pump $100 million a year into the local economy.

Defense cutbacks led the Navy to abandon operations nearly a decade ago.

Debate raged through the 1990s over how to redevelop the valuable waterfront property. County officials sought to rebuild it as an economic engine. Neighbors, meanwhile, fought plans that would increase traffic.
