Subject: [CPEO-IRF] Virginia Beach considers Oceana encroachment
 
[Holding the BRAC "gun to the head" of a local community is an effective way to win short-term concessions to combat encroachment upon military facilities, but it's no long-term substitute for developing cooperative relationships, based upon dialogue that involves both environmental/conservation and development interests, as well as local officials, in host communities. Once the BRAC threat is gone, the Defense Department may find itself with no real leverage over local decisions. - LS]

Virginia Beach Council to discuss buying land near Oceana

VIRGINIA BEACH – The City Council has called a "special session" for 3 p.m. today to discuss possibly buying property near Oceana Naval Air Station.

In an interview Monday, BRAC Chairman Anthony J. Principi called on Virginia Beach to take "definitive steps" to block new development around Oceana and to roll back projects already begun. He did not specify how the city should do that.
