GOP leader wrong on guard bases, report saysBy Ana Radelat, Gannett News Service USA Today April 19, 2005 WASHINGTON — Congressional researchers have weighed in on the Pentagon's side of a dispute over whether the Pentagon has the authority to include National Guard installations in this year's round of base closings. Last month, Rep. Dennis Hastert, R-Ill., and other lawmakers, asked the Pentagon to stop plans to close guard bases and realign guard units without the permission of governors, who have authority over the citizen soldiers until they're called to active duty. "Federal law prohibits the closure or relocation of Army National Guard installations or Air National Guard bases without the consent of the governors of the state," Hastert wrote Secretary of Defense Donald Rumsfeld. But the Congressional Research Service, an investigative agency for Congress, has already determined that the federal law that created the base realignment and closure process, or BRAC, allows Rumsfeld to consider "all military installations inside the United States equally ..." for shut down. ...
