Having the whole City of Newburgh declared an environmentally contaminated Brownfield is not so far-fetched to City Manager Michael Ciaravino and Planning and Development Director Deirdre Glenn.

Some members of the City Council laughed on Thursday when Glenn brought up the idea while discussing ways to increase homeownership rates in Newburgh, where costly asbestos and lead abatement are two of the biggest barriers to renovating existing houses.
