Ogdensburg gets certificate of completion for cleanup of former Diamond International site

OGDENSBURG - City Council will vote on two resolutions Monday seeking combined grant funding in excess of $1.8 million for water and sewer improvements at the former Diamond International site on Mansion Avenue.

The grant applications come on the heels of notification that the state Department of Conservation has issued a certificate of completion of remediation for 10 acres of land that is part of a parcel known collectively as the Diamond/Shade Roller district. An adjoining 13-acre plot of former industrial land is still being remediated by DEC as part of the state’s Brownfield cleanup program.

Ogdensburg Director of Planning and Development Andrea L. Smith said the completion certificate for the 10-acre plot was issued by DEC in April and gives the green light for the city to move into the next phase of development. The city is planning a project called St. Lawrence Shores, an initiative to build more than 80 one- and two-bedroom apartments fronting the St. Lawrence River. The community is designed specifically for residents age 55 and older. The unit is the first stage of what eventually will be a much larger mixed residential and commercial space on the waterfront that would include restaurants, retail shops and an additional 255 units of housing.
