EPA development guru sees brownfield gold

When most environmental analysts look at such areas as upper Northwest Portland's industrial sites, they see a lot of empty and contaminated properties.

Charlie Bartsch, on the other hand, sees opportunities, and plenty of them. Bartsch is a senior adviser to Mathy Stanislaus, the Environmental Protection Agency's assistant administrator. As the agency's first economic development adviser, he travels around the country and checks out brownfield sites - or lots sullied by industrial fluids that require extra money to redevelop - like those around the Willamette River's Superfund site.

"Oregon is a leader because they're mixing the business and the environmental sides," said Bartsch, who's in town for the 2012 Brownfields Conference and Awards event that wraps up today at the Lloyd District's DoubleTree by Hilton Portland hotel. "(The state's economic development department) Business Oregon has played a key role in driving a lot of projects."
