"Development Cap" at Coal Ash Landfill: Village South at Waugh  
Chapel, Gambrills, Maryland

In Gambrills, Maryland homes and stores are being built above a  
former coal combustion waste disposal site, covering up the problem  
and possibly preventing the cleanup necessary to protect the area’s  
groundwater resources. To a large degree, the root of the issue lies  
in a regulatory loophole literally large enough to drive thousands of  
ash-laded trucks through.
