Appleton Mills project in Lowell reaches brownfields agreement with 
state officials

Trinity Appleton Limited Partnership and Trinity Appleton Four Limited 
Partnership (Trinity) have reached a Brownfields Covenant Not to Sue 
Agreement with Attorney General Martha Coakley's Office covering the 
next phase of Appleton Mills in downtown Lowell.  Under the agreement, 
Trinity will clean up and redevelop the site and former textile mill 
into 130 affordable loft-style apartments to be marketed as artist 
live/work space.
The sponsor of the limited partnerships is Trinity Financial, the master 
developer of the Hamilton Canal Development District in Lowell.  Many 
parts of the District were contaminated with oil and hazardous materials 
from industrial uses dating back to the 19th century.  Under the 
Brownfields Covenant signed on Wednesday, Trinity commits to address 
contamination at the site in accordance with state cleanup regulations 
and to complete the redevelopment project.  In return, the Brownfields 
Covenant limits Trinity’s liability related to the contamination.
