WILL BROWNFIELDS FUNDING BE LIMITED?

On Thursday, September 4 we reported that the Appropriations Conference
Committee on VA, HUD, and Independent Agencies was about to adopt House
language that would seriously curtail the EPA's Brownfields program,
limiting funds to administration, assessment, and training, and thus
eliminating budgets for cooperative agreements, conferences (such as
Brownfields '97) and other forms of public involvement, and cleanup
(supported through a revolving loan fund--this fund provides for
additional funding for cleanup after the initial Brownfield Pilot Phases
have been completed).

Yesterday we learned that the Appropriations Conference Committee (this
is the committee drawn from
the members of the two (House and Senate) subcommittees and reconciles
differences in the House and Senate Bills) apparently has NOT YET voted
to adopt the House language referenced above. This Conference Committee
is now scheduled to meet on Wednesday, September 24th.

Because of this delay people still have time to offer input to their
Congressional representatives on the future of the Brownfields Program.
We have provided a list of members of the House and Senate Appropriation
Sub Committees for the VA, HUD, and Independent Agencies (these
committees appropriate funding for the agencies implementing the
Brownfields Program)

Currently, funding for Brownfields comes through Environmental
Protection Agency (EPA), Housing and Urban Development (HUD), and the
Commerce's Department, Economic Development Administration (EDA).
Reportedly, Brownfields activity at HUD, as well as EDA would also be
cut.
